NEW FCC CVAA mandates the use of Closed Captioning of IP delivered video programming as early as July 2012

On January 13th 2012, the FCC issued the latest guidance for the implementation of the Twenty-First Century Communications and Video Accessibility Act of 2010 mandating the use of closed captioning of Internet protocol delivered video programming.

This new mandate is aimed at owners, providers and distributors of video programming delivered over the internet. It also covers apparatus used to view or playback video programming.  The rules are across-the-board and touch many parts of the video content ecosystem.

Consumers watching TV plummeted from 71% in 2009 to 48% in 2011 while video viewership on alternate devices is soaring.

A recent survey from Accenture tracking viewing habits around the world found that consumers are fast adopting smartphones and tablets to watch videos and shows.

“In countries where a year-to-year comparison can be made from our research data (United States, France, Japan, China, India), our survey found the percentage of consumers watching broadcast or cable TV shows, movies or videos on TV, in a typical week, plummeted from 71 percent in 2009 to 48 percent in 2011. Consumers are using multiple devices for entertainment, including to watch shows and videos. In a typical week, 33 percent of consumers now watch shows, movies or videos on their PCs, and 10 percent are watching such programs on their smartphones.”
